This fanatical leader has hired or kidnapped scientists and ordered them to create weapons that will help him achieve his diabolical goal. One of these inventions is the M.A.S.S. Device that allows someone to transport matter anywhere. With this weapon, COBRA COMMANDER can manipulate, steal, capture or control anyone or anything! This weapon brings the Commander closer and closer to world domination...unless the G.I. Joe team can stop him.
